Consequent upon this appointment, I

(a) that Mr. C. J. Thomson, First Boarding Officer, should] be promoted to be Chief Boarding Officer at a salary of £400 to £540 by £20 annually, his principal duties being in future the care of all Goverment moorings, buoys and spares, while he would be available when necessary for harbour duties, and

(b) that Mr. S. P. Leigh, Second Boarding Officer, be permitted to draw a salary of £350 to £450 by £10 annually, his principal duties being Emigration, the control of Harbour Steam Launches and harbour routine generally.

Mr. W. McKay, Chief Junk Inspector, who is in charge of all native craft in the Colony, is many years senior to Mr. Thomson, but is too valuable in his present position to permit his transfer to Mr. Thomson's post. He has already reached his maximum of £450, and in view of the large and increasing amount of work in connection with native craft, and the undoubted value of this officer's services to the Government, I recommend that Mr. McKay should be allowed to draw increments of £20 annually up to a maximum of £540, with £460 from the 1st Jamiary, 1923.

As it is desirable that these changes should

be inserted in the Estimates for 1923, I should be glad if

you would telegraph covering authority for the appointment of Mr. Woodger, and approval of my recommendations in

paragraphs 4 and 5.
